...Several reasons up here...
We all can run either, sometimes 903 is clearer....sometimes 902 is. LOTS of
900Mhz phones in the bay area and Sacramento! There are also three repeaters
in the bay area with inputs on 902.085, 902.150 and 902.3. They have been
there forever and nobody seems to care anyway.

ps: I will have LOTS of 150W 902/903 amps avail soon that only require about
500mw to drive them!
