Most meters have a shunt across them which takes most
of the current.  Have you checked for the shunt?  If
the shunt is intact, the meter can be open yet the
transmitter will work.

It sounds like the shunt opened for some reason and
too much current went through the meter thus burning
it out.  I would definitely check on the shunt before
putting in a new meter.  Else your new meter may go
the same way as the original.
