[Wma-ares] SET and WinLink

Great question!

I do not know which WinLink nodes have backup power. Learning that (along
with the same information for voice repeaters) is a key part of this Test.

Also, if a WinLink node is sufficiently far removed from our area it could
be outside of the affected area. So, if we are using HF WinLink to connect
to a node in the Midwest or the South that would also be within the
scenario.

If anyone knows of any WMA WinLink nodes that have backup power please list
them here.
