SUBJECT: Situation Report #2 on Severe Weather 

Local and state officials and the National Weather Service (NWS) offices 
continue to assess the damages from Sunday night's storm. 


Wisconsin tied its largest April daily tornado outbreak on April 10, 2011. Ten 
tornadoes were documented in central and northern parts of the state, including 
at least three strong tornadoes (EF2 or EF3). This ties the record of 10 
tornadoes on April 27, 1984. 


Additionally, there were numerous reports of large hail and damaging 
thunderstorm winds across most parts of the state. Hail stones up to 2.75 inches 
in diameter occurred and straight-line wind gusts up to 80 mph (hurricane-force) 
were noted by severe weather spotters.

Many counties that sustained damages have finished their initial damage 
assessments and have submitted a Uniform Disaster Situation Report (UDSR) to 
Wisconsin Emergency Management. A UDSR provides preliminary information about 
the type of damage and estimated financial impacts. All dollar figures for 
damages listed below are pending insurance deductions which will decrease the 
actual amount of loss significantly. 


* 
Adams County:* 

According to a UDSR submitted by Adams County: 

* Seven homes and three businesses were destroyed 
* 40 homes sustained major damages 
* 36 homes and three businesses sustained minor damages 
* $3,318,000 in expected private sector damages 
* Estimated $287,000 in public sector damages. 

*Calumet County:* 

Six buildings have been reported with moderate structural damages (two 
residences, a seasonal home, a barn, an industrial building and a trailer home). 
Debris removal by the local governments has been fairly light. 


*Lincoln County: 
* 
According to a UDSR submitted by Lincoln County regarding damage in Merrill: 

* 22 homes and seven businesses were destroyed 
* 22 homes and one business sustained major damages 
* 20 homes and four businesses sustained minor damages 
* $10,895,420 in expected private sector damages 
* Estimated $9,514.70 in public sector damages for protective services. 

Power restoration continues. Wisconsin Public Service reported at the morning 
briefing that they have only 145 locations to restore from more than 6,000 that 
were down on Sunday night. 125 individuals are working the area within 45 crews. 


All businesses that were damaged or destroyed in the industrial park will have 
employees report today to begin clean-up efforts. As such, the secure perimeter 
has been reduced substantially. No passes are required in the city, but the 
State Patrol is maintaining a required pass system for areas outside the city in 
the Town of Merrill. 


The schools have reopened with some altered bus routes. 

Although the Red Cross will be closing their shelter today, feeding operations 
for residents and workers will be maintained through a joint Red Cross/Salvation 
Army mobile canteen operation. 


Debris is being separated and hauled to the county landfill. Tipping fees are 
currently being paid on each load. 


*Outagamie County:* 

According to a UDSR submitted by Outagamie County regarding damage in Kaukauna: 

* Seven homes were destroyed 
* 24 homes and four business sustained major damages 
* 162 homes sustained minor damages 
* $4,782,450 in expected private sector damages 
* Public sector damages are unknown at this time. 
*Waushara County:* 

According to a UDSR submitted by Waushara County: 

* 75 homes and one business sustained major damages 
* 325 homes sustained minor damages 
* $275,000 in expected private sector damages 
* Estimated $15,000 in public sector damages for debris clearance. 
*Winnebago County:* 

According to a UDSR submitted by Winnebago County: 

* Two homes were destroyed 
* 12 homes and two businesses sustained major damages 
* 50 homes sustained minor damages 

* 
FLOODING* 

*Sauk County:* 

Due to an expected rise in the Wisconsin River this evening, Sauk County 
Emergency Management is recommending that residents along Levee Road and 
Plummer's Grove in the Town of Fairfield (near Lake Delton) seek alternative 
housing until further notice. 


Water levels are expected to rise to 19.5 feet or higher over the next few days 
and maintain that level for several days. The earthen berm system is unstable at 
this time and Department of Natural Resources personnel monitoring the situation 
are unsure what may occur due to the rising water. Roads are expected to become 
water covered and first responders may be unable to reach residents in this area 
to render aid. 


Levee Road has been closed from Hwy T in Sauk County through Columbia County. 

Residents can call the Salvation Army if they need sheltering. 

*Wood County:* 

The Wisconsin River has crested and waters are receding. Dam operator said river 
is at 63,900 feet per second and holding. 


The Wisconsin Rapids State Office Building at 1681 2nd Avenue South in Wisconsin 
Rapids has been closed due to flooding in the area. It is expected to remain 
closed for one or two more days. Agencies with offices in this building were 
asked to redeploy their employees to alternate sites or to ask them to work at 
home as appropriate. 


The roundabout is closed at the intersection of Second and Gaynor avenues near 
the State office building in Wisconsin Rapids. 


County Road GG in Port Edwards is closed due to flooding. 

Three culverts are out, one each in Marshfield, Hanson and Sigel. 

*Portage County:* 

Portage County has submitted a UDSR for $40,000 of public sector damages due to 
ongoing flooding.
