The Pennsylvania Emergency Management Agency Auxiliary Communications
Service will be activated on Thursday October 17th, 2013 at 10:17 a.m.
ET for the Great Northeast Shakeout as part of a nationwide earthquake
exercise. KB3NIA will be the NCS and those duties will be delegated to
K3EOC (Allegheny County). Digital net will be delegated to KB3FXI. The
Digital net will run the entire length of the drill.
Starting at 10:17 EST Phone net check-ins will be held on the 75 meter
band on 3.9935 MHz LSB
Starting at 11:17 EST Phone net check-ins will be held on 40m frequency
of 7.272 MHz LSB.
Starting at 12:17 EST VHF/UHF phone net check-ins will be according to
local area NCS protocols
Digital NBEMS net operations will be conducted on 7.0725 MHz USB using
mode Olivia 8/500 centered at 1500 Hz waterfall frequency with a backup
frequency of 3.5830 MHz USB. NBEMS nets will consist of plain text and
ICS-213 message format using the FLMSG application. Larger plain text
and CSV spreadsheet files will be sent with mode MFSK-32 and the FLAMP
application.
NBEMS applications are available for free download at
http://www.w1hkj.com/download.html. Those with questions or who need
help with NBEMS/FLDIGI/FLMSG/FLAMP setup and testing may contact the
PEMA/ACS digital manager at kb3fxi at yahoo.com.
The PEMA/ACS Great Shakeout nets will be directed nets. All stations are
welcome to participate, but please follow the direction of the NCS.

Here is some additional operational information for the Oct 17 Great
Northeast Shakeout and the PEMA/ACS net that will be activated for the
exercise:
Additional notes on the Great Northeast Shakeout exercise:
1) All messages and bulletins with simulated emergency traffic should
start and end with:
"this is a test message for the purpose of an emergency communications
exercise... this is only a drill"
2) Our goal with the PEMA/ACS Digital net is to send and receive test
priority and test emergency traffic and identify as many active on the
air EOC and Served Agency Stations as possible. When possible, please
use the ICS-213 form in FLMSG.
3) EOC manned stations (State, County and Local) as well as EOC and NET
liaison stations are highly encouraged to participate. If you don't have
access to your EOC station, but you have a working relationship with
your EMA officials, ask them if they would be willing to generate an
ICS-213 message that you could input into FLMSG to relay out on their
behalf. Make sure your served agency officials understand that these
will not be secure communications.
4) All properly licensed stations are welcome to participate. Please
follow the direction of NCS. Depending on the amount of traffic, NCS may
limit check ins to only stations with Test Priority or Test Emergency
traffic. When time permits, NCS will take general check ins from any
stations, anywhere.
5) Please do not acknowledge 100% confirmation or transmit resend
requests unless NCS directs you to do so.
6) Stations need not be within Pennsylvania to participate, nor do they
have to be affiliated with any particular services or served agencies.
7) WL2K / Winmor - We will be attempting to work with Winmor / WL2K
during the exercise and hope to send at least 2 emails out to some of
our PEMA officials. We will also be checking the Winmor address
KB3FXI at Winlink.org. Please limit emails to this address during the
exercise to messages originated by EOC/EMA officials and keep the
content as short as possible. Again, be sure to advise your EOC/EMA
officials that these communications are not secure but will be delivered
with 100% accuracy confirmed, when possible, conditions permitting.
