[W2CRA] New (Temporary) Repeater Controller

Bill, WB1GOT and I installed a new temporary controller in the 147.375 
repeater this afternoon.  It is a simple ID-O-Matic II unit that allows 
operation while we remove and work on the regular controller.

The new controller has the following settings:
ID is in cw only, sends DE WB2NQV/R at 18 wpm at 9 minute intervals.
There is 180 second (3 minutes) time-out on any transmission.
There is a courtesy beep 1 second after you drop your carrier, this is 
to allow any new stations to announce themselves, and the time-out timer 
is reset after that beep.
The transmitter hangs for 1 second after the beep to allow anyone else 
to pick up the input.

Please use the repeater for a while and provide any comments on the 
settings, as they are adjustable if we go on-site.  For example, is the 
hang time after the beep long enough, is the delay for the beep too 
long, or not long enough, etc.

The regular controller should have had a voice ID, but for some reason 
that did not work. Instead we got some garbage cw characters.  We will 
be working on fixing that.
