Hello at all.

It is important that our exercise play simulates as many aspects of any
expected real world incident.  To that end, this change is intended to =
set a
more uniform standard for the frequency category planning for the =
exercise.
Please ensure that your primary liaison frequency selection is the RACES
Sector frequency that is already assigned to your town.  In MEMA regions =
1
and 2 (which also encompasses the ARRL EMa section), these are all =
repeater
frequencies.  We've asked that the primary liaison should be guarded =
(full
time listen and answer), so that other entities can establish contact =
with
you (a major exercise objective).  Please remember that your primary =
liaison
repeater could be disabled anytime during the exercise, in which case =
you
would switch to its output frequency in simplex mode.  If you choose to
retain PL codes, please make that clear in your exercise frequency plan =
so
that other stations can successfully reach you.  Please also remember, =
that
your primary liaison frequency should NOT be used for passing traffic.  =
You
should negotiate with the calling station to use another frequency, (for
example your secondary or tertiary liaison frequencies) to pass the =
traffic,
unless in your judgment, the urgency of the call does not warrant the =
shift.
Please note, that Region I sectors also have a secondary (most are =
simplex)
frequency already assigned, so please include that in your plan as your
secondary resource frequency as well.

To assist you, please find your town and the appropriate frequency with =
the
following table.  Keep a radio on this frequency to receive and answer =
calls
(guard).  If you must change frequency, let your net control know or if
uncontrolled, announce your leaving and returning on this frequency.

A quick note about your resource frequency planning.  Please use a
convenient repeater for your primary liaison.  In the case of a club, =
that
might be your own repeater.  For others, you can use the RACES (ARES)
frequency as discussed above, but please move your mobilization =
operations
to another repeater or simplex frequency as soon as possible to avoid
interference to the liaison operation discussed above.  As you know, we
practice that during the monthly ARES net by using the MMRA network.  =
Please
also remember to advise or obtain permission to use repeaters outside of =
the
RACES/ARES network.  Please coordinate with your DEC.  For example, MMRA =
has
already granted permission for our exercise, which is much appreciated.

Let's look at a couple of examples, which would apply to this exercise =
as
well as a real world response.  Boston players such as those in BERT and
SATERN teams, could be mobilized on the Waltham RACES/ARES/SKYWARN =
repeater
(146.64- No PL), but then moved as soon as possible to the BostonARC
(145.23- PL 88.5) repeater by the net control station to continue their
mobilization activities.  BERT would use 146.64 as the frequency to be
called on in our plan.  That's not to say that they can't listen on =
145.23
or use that for local coordination or mobilization or any other =
frequency,
but when the team is activated, they should be available at all times on
146.64 for traffic.

At any time during the exercise, or a real world problem, the repeater =
could
go down.  Stations should then shift to the output frequency in simplex
mode.  Of course, any net control should move all their stations to one =
of
their tactical simplex frequencies, once it is clear that all the =
stations
are close enough to continue reliable communications.

Another example would be a team playing in Stow, MA, where members of =
team
might come from ARES and several clubs that do not have their own =
repeater.
The call to mobilize could start with the PART repeater, but the net =
control
would shift them to the MMRA repeater system.  As members converge on =
the
staging area or SIM-EOC, he/she could shift the group to any tactical
simplex frequency on their frequency plan.  Similar to the example =
above,
the Stow guys would always listen on 146.955 while going about their
activities.

A final note.  The last section of the frequency page on our website =

"Frequencies used in EMa"), are all the simplex frequencies available =
within
EMa for simplex operations.  Please use to help with your frequency
planning.
