[Vintage-Radio] L.A. Police used AM broadcasters first in the 1920s?

Hope this isn't too far afield from the lists purpose....
I maintain a website on the history of LAPD's radio communications system,
and have found a couple pictures of the chief and a policeman apparently
broadcasting radio-calls, both dated 1929, two years before they got their
police radio license (KGPL). Someone suggested that the chief of police at
the time, James E Davis, attended Aimee Semple McPherson's Foursquare Gospel
church... the possibility arises that KFSG was involved... was Freeman Lang
involved with them?
I've heeard rumors that they may have experimented with radio this way
before investing in their own MW equipment... wonder if someone could look
at the pics, one of which includes Los Angeles radio "pioneer" Freeman Lang.
There's a radio in the pics that perhaps might be a clue as to whose station
