Technically RMS did come first, but it was not mentioned very often. Mostly peak
power to impress potential buyers. Then IHF was supposed to be more 'accurate,
of course then a real focus on RMS on a continuous level. The manner in which
horsepower and output wattage were calculated were both changed in the late
sixties. Must have been the time for mor ehonesty -

Smoke and mirrors, Duane, smoke and mirrors.

BTW, the RMS system was first.  THen the
IHF system came along to make the mid-fi
and consoles look good.  And of course the
legit dealers selling real hi-fi had to explain
to potential customers the effect of smoke
and mirrors raising the numbers to sucker
in some more business.
