FCC Rulemaking on Emergency Comm published in Federal Register

This proceeding started with a petition for rulemaking I submitted to
the FCC.  Three amateurs organized the Amateur Radio Policy Committee to
resolve an urgent issue with Emergency Communications, and a message
from FCC Attorney Laura Smith.  We requested changes to Part 97.113.  I
took steps to see that the FCC acted quickly.  In the end, the FCC said
"We appreciate both of these filings, and, as discussed herein, support
the requested rule changes." (paragraph 21)

As things stand now, it's easier to transact business with the FCC than
with the ARRL.
