Anyone or group may declare themselves coordinator, and issue 
coordinations. This will work, until two or more groups issue one in 
conflict. The resolution could get "sticky" and not fun. The majority of 
repeater trustees, have their systems coordinated by the TX VHF FM Society.

Some recognition may be given by the FCC to one group or the other. One 
deciding factor might be which group(s) are recognized by the NFCC. In our 
case, that is the TX VHF FM Society.
