When digging in Sumter or Lake County, Florida, you must call
811 (Sunshine 811) at least two full business days before starting any excavation project.  When I call 811 for my antenna, they identified areas in the front, rear and between houses. I installed my 6BTV inside a PVC flagpole on the corner of the house. I dug up an old bush for the hole. AFIK, the utilities came in from the street in the front yard. My neighbor behind me lives on a cul-de-sac and her utilities come off the street as well.
