Hi David:

If you don't already know about it, may I refer you to a scanner's
enthusiasts website at    www.radioreference.com    where there is a wealth
of information on hobby scanning.  You will probably find the Florida state
forum to be most helpful in your quest, but you may find that a lot of the
modern LE comms systems have switched over to digital operation with full
encryption.

When I was in Wyoming back in the day, I contributed a fair amount about
the new WyoLink statewide system, so much so that I was "honored" with
being a sticky, under my W7LES callsign, you're welcome to check that out
including a posting that explains about encryption & a little about my
contribution in helping the stakeholders eschew fulltime encryption for the
most part.
