If you don't already know about it, may I refer you to a scanner's enthusiasts website at    www.radioreference.com    where there is a wealth of information on hobby scanning.  You will probably find the Florida state forum to be most helpful in your quest, but you may find that a lot of the modern LE comms systems have switched over to digital operation with full encryption.  

When I was in Wyoming back in the day, I contributed a fair amount about the new WyoLink statewide system, so much so that I was "honored" with being a sticky, under my W7LES callsign, you're welcome to check that out including a posting that explains about encryption & a little about my contribution in helping the stakeholders eschew fulltime encryption for the most part.

Hi George,
What is the easiest way to monitor police and fire radio here in The Villages using either a smart phone app or actual scanner? For a scanner what frequencies are used and what type of scanner would be needed to monitor?
