[TVARC] FT4/FT8 "short sequence"

I worked a few European and Eastern European stations today and many were
using the "short sequence" like used this past weekend for the WW Digi
Contest. Has anybody else noticed this?  It is not the regular sequence but
does consist of a complete "handshake" for a QSO.  just curious.
