Based on your description, I've seen a similar behavior on 20 meters.  It
occurs whether the migrating noise mound is present or not.  My noise
floor oscillates up and down an S unit with a periodicity of 1 second. 
It only occurs on 20 and persists randomly, 30 minutes to several hours. 
Dirty pool pump motor?
