No argument about that Frank, but message
4 can be toggled between RRR and RR73.
RR73 by definition should be only used when
the sending station is confident that his/her
report has been received okay and that no
repetitions will be required.

RR73 *presumes *a good contact but does not
*confirm* it. So you are correct, it can lead to bad
logging.
