[TVARC] A Club Spotter Network

I was thinking of setting up a spotter network for dx notifications to club members. From my perspective, the reflector is too slow. I think a controlled membership, similar to this email system but using texting might be better for dx notifications. The alerts can come thru almost real time and you don’t have to be on the air. 
Any ideas would be appreciated. I have started looking for ways but if any of you know of an approach and a system to support it, I would appreciate the feedback. 
It needs to be a controlled distribution list, with anyone able to initiate a message - very much like our reflector. We use the reflector but most people only check emails now and then but texts usually come thru real time. 
Ideas? Suggestions? Comments?
