[TVARC] Baker Island Time: Current Local Time in Baker Island, US Minor Outlying Islands

Hi Members of TVARC's Maillist,

I was confused (well, actually I'm always confused this days 😀) about
where Baker Island is geographically located in relationship to the
International Date Line (IDL).  So, I did a bit of Google research and it
cleared up my confusion.

Turns out that Baker Island is the last bit of land belonging to the USA to
see the day (i.e. it's on "our" side of the IDL).  Baker Island's time zone
is 12 hours BEHIND UTC (i.e. UTC - 12) and 8 hours BEHIND EDT (EDT - 8).
In addition, it does NOT follow daylight savings time (it does not do the
EDT/EST switch)
