[TrunkCom] Monroe and Ontareo Counties Project-25 system now a phase II?

Hi everyone, I have been keeping some tabs on the latest developments with the new Project-25 trunking system that is coming on line in Monroe and Ontario Counties in Western NY.  I guess now it will be a phase II system.  As far as anyone moving to the system in Monroe County it has been mainly non public safety with the exception of the airport police which is patched to the UHF frequency.  Does anyone know what the time table is for Monroe County for making the move, and what if any phase II TGs have appeared on this system.  God forbid I hope they don't encrypt everything on there, but so far there hasn't been any reference to anything being encrypted.
