[TrunkCom] more P-25 control channel activity

Well, I generally as a rule I pay little attention to LTR at all, and if 
there is rebanding on 800 MHz with the little trunking that is here I don't 
know where it went as I hear nothing.  Even before rebanding I don't 
remember any LTR on 800 MHz.
