[TrunkCom] Influences to encrypt new systems?

Greetings folks, it has been a while I know. I just observed that all lot of the newer project 25 systems coming on lying in Florida are either planning to encrypt or encrypted. To my now it's, the people planning on moving to Michigan State system are not talking about encrypting anything. Of coarse, that could change as we all know. What is the influence to encrypt every thing in Florida?
