[TrunkCom] final decision on P-25 Phase II?

Hi everyone, I am just wondering has there been a final decision that has been made on P-25 Phase II and trunking?  I don't know if there are any conventional systems yet using phase II, but in reading on radioreferenc.com last night I see a few more systems are using phase II and some encryption unfortunately.  
    Also, I have read that in the Detroit area there is a brand new trunked system in the 700 MHz band that has some phase II stuff on it.  Anyone have any more info on that one?  Radioreference just has it marked as an "unknown P-25 system."
