Many of the users are existing customers of the radio shops that operate the 
systems.  The shops are upgrading separate community repeaters in to LTR 
trunked networks, probably so they can balance the loading among the sites. 
LTR is the cheapest way to trunk as it involves practically no changes to 
the repeaters.
