The memory structure is a lot simpler than it looks.  Instead of banks
with wasted channels, channels are grouped into groups which are
grouped into systems.  You could have a system of county-wide cops,
and groups for each town.  Or, as we have in New York, I have a system
of county groups.  Systems and groups can be connected to quick-key
assignments so you can turn off any object without stopping scanning.

In the trunking world, groups contain talkgroups, not frequencies. The
trunking system contains all the frequencies of the system in a block,
along with specific trunking-system type data required for proper
tracking and decoding of what comes through.
