[TrunkCom] New York's OpenSky system and scanners that have been rumored to be coming?

Hi everyone, as I've posted I am preparing to move to New York, and I know
the state is going OpenSky some time in the future, but I'm wondering what
the status is   with that, and also someone posted a long time ago they
heard a scanner would be coming out that would allow one to monitor
OpenSky.  They had heard from someone in Pennsylvania that one may be out
in the next few years or so.
