3600 baud systems, regardless of voice modulation (analog/digital), I  
*think* they support up to 4,096 talkgroups.

For P25 9600 systems, I *think* they support up to 65,535 talkgroups.

When it comes to TDMA is not about talkgroups exactly but more about  
how many unique transmissions you can fit within the available  
bandwidth.
Currently, P25 systems are using FDMA at 12.5kHz per channel. With  
TDMA, you'll be able to double the amount of unique voice channels  
since now the channels will each use half the bandwidth or 6.25kHz  
channels.

When we see these Phase 2 TDMA systems rollout, they will have to be  
backwards compatible with the older specs and I think the control  
channel will stay at 12.5kHz bandwidth. I think due to this, the baud  
rate for the control channel at least will stay at 9600.
