Here's the link for the PDF document (89 pgs.) which is an audit from the
Office of the Inspector General. One of the several times they specifically
use the word "jeopardy, is on page XI, where it says:


"As a result, successful completion of the integrated wireless network for
the DOJ, DHS, and Treasury departments is in jeopardy."
