[TrunkCom] A Nationwide Radio Scannable P-25 Systrem

I wonder if this would be possible?

First get rid of all that political mobo jumbo.

Then come up with the cash.

I suppose one solution to the terrain 
problems would be P-25 Voice On Control.

I mean if you want less repeaters and better coverage 
then VHF would be good but I wonder what type of 
In-Building Coverage problems this would present.

Technically there already is a nationwide T.R.S..  
It is called NextTel.  The bad part is that it is NOT
scannable.  Why can't they make the NON Cell part (
The push to talk part. ) scannable.
