Referring to JIWN as a "nationwide" system is a misnomer. Various
standalone systems (both trunked and conventional) used by federal agencies
and the military around the country are going to be "part of" JIWN.
However, this is not a single radio system in any way resembling, for
example, a Motorola SmartZone system.
There is likely going to be a way to link these individual systems together
temporarily if some situation requires it, probably via IP at the back end.
In that sense, there is a potential to hook them all up and create a
"nationwide" radio network, but in actual practice there is no reason for
that to happen.
