[TrunkCom] nation wide P-25 trunked system?

Hi everyone, I just saw another update on radioreference.com about the
JIWN trunked system, and I guess that by 2021 it will be a nation wide
trunked system.  Does anyone know if eventually state and local
governments will be joining the system, and what about the federal
government's switch to all ProVoice?  I had heard a lot of different
things saying that they will be going ProVoice with regard to the federal
government and another thing was OpenSky and a few other things like that.
