[TrunkCom] New fire radio system ready

Well, I think taht the VSELP in Cleveland may be the last one on the air
now, and I'm surprised they havent' updated yet.  Memphus updated, and a
few other VSELP systems updated.  The question is though when and if
Clevenand updates will they encrypt?  You can currently listen on line but
that is it.
