I know that, I wanted to know is if anyone as seen this or knows as to why does the PRO-97 shows it as "1" and the BC780XLT shows it has a "0" for the same system.

The first digit is the area code, it will always be either a one
or a zero. If an area code is showing up as a zero on a
particular system, then all talkgroups on that system should
start with a zero.
