[TrunkCom] Moto has VOC and EDACS has SCAT

I don't know what if there is any fancy name for single channel LTR, but I
remember an old school bus company I used the single channel LLTR data
burst would step on the voice channel, and you could even hear this on the
mobiles.  This LTR system was a 2-channel system, but the two groups
didn't rotate between the two freqs.
