[TrunkCom] another update to the JIWN trunked system

I don't know, but there are systems that use one controler, but have
frequencies on two separate bands.  Washington D.C is one of those where
it is UHF for the police and 800 MHz for everyone else.  Don't ask me why
they did it that way.
