[TrunkCom] another update to the JIWN trunked system

Hi Jim, I knew that Florida was EDACS with ESK and encrypted talkgroups,
but are they upgrading that system to OpenSky?  I had heard there were a
lot of problems on that system.  This federal system is being slowly moved
across the country from the northwest, and the cite that is in Michigan is
up north, and you'd think that the federal government would want to put a
trunked cite for the JIWN system in Detroit, but Sault Ste. Marie is near
the boarder to Canada, but then so are a lot of cities here in Michigan.
	Most of the federal coms excluding the postal workers here are
DES-OFB encrypted, and once in a while analogue for the FBI I think.
