That is only on the Hamilton County-Cincinnati TRS for interops with
Northern Kentucky agencies such as Covington, Newport and corresponding
counties. I know of no interoperability with Kentucky state agencies. 
There never
has been any. I know of no plans (Paul might be better to answer this) 
for interoperability
with KSP, the only interop need lies with the cities bordering the river 
across from
Cincinnati. Those talkgroups were a little busy during Riverfest a few 
weeks ago.
They may see some heavy activity with the upcoming Tall Stacks.
