If they're only using a proprietary digital format, i.e. ProVoice in
this case, and not real encryption, then that's just another false
sense of security like we see around a lot these days. ProVoice radios
can even be bought fairly cheap from eBay nowadays.
On the HIPPA regs, most people do not interpret those as encryption
needed for radio comms. Besides, how is it so many other agencies can
get by just fine without encrypting or passing along personal info
over the radio on their way to the hospital? And not be accused of
violating patient privacy in the process?
In my opinion, HIPPA is used as a pretext for going encrypted, but
that's just me...... ;)
