Don't know yet, that's what I'm trying to find out. I'm guessing it  
lets components of the system and/or radios be backwards-compatible  
or something as more software and hardware upgrades/changes keep  
coming out. I know that they're also replacing/upgrading many  
consoles and monitoring stations with this latest changes.
