[TrunkCom] Oakland County CLEMIS/OpenSky progress

Hello everyone, here is a bit of information on what the progress has been
with Oakland County from radioreference.com and the last update was in June.
Last check nothing has been decreased as far as coms on the old type II
system, nor have there been any patch activity on UHF/VHF conventional
channels, so my guess is things are being pushed back.

Once again, delays plague the long-awaited CLEMIS Radio system. Currently,
the plan is to begin implementation of the radio system in August/September,
after coverage issues in the city of Troy are resolved. Once this major step
is completed, the users on the old Motorola system will be converted over
to the OpenSky network, which is part of Phase II. This will allow for the
recycling of the old Type II frequencies, into the new system across the
county.
Once Phase II is completed, Phase III will begin in earnest and should be
completed by January, 2007. This will include replacement of old radios, and
implementation
of the new M/A-COM technology throughout the county. This process will begin
in the north and move to the south, with the communities that border Wayne
County being the last to come online. Likewise, new consoles will be
installed at the same time at all area PSAPs.

Latest update on the Oakland Co CLEMIS Open Sky System: Approximately 1,800
mobile radio installations are in the scheduling process with an estimated
completion
in June, with a county wide rollout of the system in July 2006.

System update
Significant coverage problems in the city of Troy in other areas of the
county have caused more delays than expected. Moreover, recent testing of
key components
and two microwave relays have been absolutely unacceptable; thus, setting
back the startup date by several months. Likewise, in-building coverage is
still
a key issue at several key locations throughout the county, especially in
the southeastern quadrant.
According to information received by an inside source, she says the system
startup date has been pushed back until late 2006 at the earliest. That
being
said, public safety officials feel that it's best to have all the bugs in
the system completely eliminated before the switchover takes place.
Hopefully,
once this last hurdle in completed, the County can fully rollout their new
state-of-the-art radio system, which has been under construction over the
past
four years, and was to have been completed in roughly half that time.

Coverage issues still plauge the implementation of the system in the City of
Troy. Recent field testing of the new APCO 25 FCC Type Accepted portable
radios
has been nothing but dismal. Currently, it appears that portable radio
coverage within some of the major structures (Sommerset Mall, Oakland Mall,
etc.)
within the city is at best 60%. Both these locations are just over three
kilometers of the site at Big Beaver (16 mile) & I-75. The rollout for the
City
of Troy was expected to commence October 1, 2005, but it now appears that it
won't be until April, 2006 at the earliest.

Due to several problematic and unforeseen technical issues, MA/COM has
pushed the changeover date of the new system back to October 1, 2005.

System roll-out continues as several undercover groups have moved over to
this system within the last month, including the Oakland County Organized
Crime
Task Force and Homeland Security/Emergency Management Agency. Local
communities are expected to start slowly switching over on October 1, 2003,
and the
pace will pickup after the Halloween period.

01/18/02 - Oakland County has announced that they will go with M/A Com for
their long anticipated digital trunked system. This system will be based
upon
the M/A Com OpenSky TDMA Digital protocol which will allow more than one
conversation to take place on a single frequency.
