[TrunkCom] can we decode encryption?

My last thank you message was typed to AT649, I typed AT469 by  accident.
You have been very informative and helpful, I am just rying to figure out  if 
Montclair NJ 07042 is really using encryption or just using a digital  system.
It they are just using digial, can this be monitored by a newer scanner, I  
have a radio shack Pro 94?
