[TrunkCom] How do they pay for joining the sysytemit?

That si what has been happening to users in Michigan who wish to join our
statewide system, the MPSCS. I think that before grants from Homeland
Security though the departments at the county and/or local levels paid for
their own radios, and a one time per radio fee to connect to the system,
and they then pay a user fee each year.
