Right, I remember reading that article that was posted there about it.  He
still can monitor fire and EMS though.  You all have it lucky though in
Florida with all the  systems so far that are on line you don't have to
deal with CQPSK P-25 that makes everything sound choppy.  I use my Pro-96
for the MPSCS and Detroit's Subsystem is using CQPSK, and the DSP upgrade
for the 96 helps a little, but just a little.  Surprisingly though, there
is very little encryption with Detroit or the MPSCS in general, with just
detectives and narcotics, and the feds who use the system tend to stick
with enc encryption.
