[TrunkCom] Miami-Dade EDACS system using digital or analogue

I really don't know how well the system works because I'm really 
too far away to monitor it.  I do know that when the system first 
came on line, all county services were supposed to move to it. 
Fire/rescue switched over to it for about a week, and then 
abandoned it and went back to their old 453 MHz conventional 
channels due to, they said,  problems such as coverage inside 
buildings, problems when the radios got wet, channel access 
problems, etc.  They are still using the old 453 MHz channels, 
and will be upgrading that system in the future.  They refuse to 
move to the 800 MHz system.
