[TrunkCom] Miami-Dade EDACS system using digital or analogue

Hi everyone, I was just watching on Court TV a show about the drug
enforcement teams in Miami-Dade County, Florida.  I heard a lot of EDACS
go a head tones, but what stood out to me was that many of the coms seemed
to be in analogue mode.  I thought these teams were AEGIS and encrypted?
 Also,, how is this system working now?  I remember there was a lot of
things posted about there being problems with the  system.
