[TrunkCom] Control Frequency Only Mode

I'll have to give this a try.  i have my local EDACS system figured out,
and in terms of seeing how my radios will do this system, Consumer's
Energy, which radioreference.com has the LCN's  up to date in my area at
least, but this does sound clever, and I will try it with the Pro-96 and
let you know what happens.  The only problem is that the system ses
I-calls rather extensively, but there is still quite a bit of talk group
activities in use on this system, which by the way has had  some ProVoice
activity, but none in my area of th state that I have heard.
