Kentucky and West Virginia SP posts are getting the radios anyway, even 
though they likely won't really need them. I think it is a Homeland 
Security issue, at least in part.

And you never know, some dolt of a criminal in Ironton may decide the 
best way to get away is across the Russell Bridge (2 lanes, very 
narrow).... only to find the Russell fuzz waiting for him.
