[TrunkCom] Indiana Safe-T and Ohio MARCS updates

Well, that would be interesting to see.  If the state takes over our
system and others in the area then it would be their deal, but we might
have to pay to have the firmware in our 3000's upgraded.  I don't think
that a 3000 usig 3600 can do 9600 out of the box right?  It woul dhave to
be updated, and what about the 1500's and our  Astro Spectras?
