I've answered these questions a couple of times before, but here goes 
again (hopefully for the last time)....

Yes, intersystem links are being worked on. Kentucky State Police posts 
are getting desktop radios as there really isn't a convenient, efficient 
way to link the conventional P25 KSP system together with MARCS.

The others are in the works. Michigan is probably closer than any of 
them since MPSCS is completed; don't look for Indiana or Pennsylvania to 
happen until those systems are completed (if ever, in the case of 
Pennsylvania). There's no telling with West Virginia; sometimes I think 
my family's native state is off in a universe of it's own...
