[TrunkCom] Indiana Safe-T and Ohio MARCS updates

Is ther money there for it? I'm really surprised that when MARCS doesn't
goP-25 they dont' just merge everything together. Though it sounds like a
nice idea with what they are doing in Michigan I have my second guesses
about it. For instance, Detroit's system is nice, thouh I could do
without the LSM that makes monitoring even with the Pro-96 difficult, but
until this change Detroit has always had their own system and 100% control
over it, but now hey havesomething turned over to the state, and I had
heard once that Detroit Fire wasn't too fond of going digital.
